After the various steamship lines announced the implementation of the Port Congestion Surcharge to go into effect November 17-18, 2014, many, if not all, have now postponed the PCS. They have not divulged the reason for the postponement, but many are speculating it comes from the pushback from importers and exporters along with U.S. regulatory scrutiny. The FMC (Federal Maritime Commission) received numerous inquiries from importers and exporters frustrated with the proposed surcharges.
